UNESCO už od svojho vzniku propaguje vo svojej Ústave "voľný tok myšlienok slovom a obrazom". Sloboda vyjadrovania sa je základom rozvoja demokratickej spoločnosti a UNESCO aktívnou podporou prostriedkov komunikácie prispieva k účasti na demokratizácii vládnutia..
           Komunikácia môže mať rôzne formy - od písaného slova k divadelnému predstaveniu, od rozhlasového vysielania až po Internet. Ľudia majú veľa možností na sebavyjadrenie, v mnohých krajinách však dodnes existujú komunikačné bariéry, ktoré im sťažujú prístup k informáciám. UNESCO je znepokojené faktom, že v rozpore so zásadami o voľnom prístupe k informáciám, zahrnutými do Všeobecnej deklarácie ľudských práv OSN, zaviedli v niektorých krajinách v záujme národnej bezpečnosti prísne opatrenia v oblasti poskytovania informácií.
           UNESCO deklaruje, že jedným zo základných ľudských práv je možnosť komunikovať bez zákazov a prekážok, a preto je jeho prioritou podpora komunikačných a informačných zariadení. Sem patrí aj rozvoj a propagácia knižníc, ktoré zohrávajú dôležitú úlohu v informovanosti občanov a ich schopnosti podielať sa na rozvoji svojej komunity.
           Toto stanovisko UNESCO bolo výrazne ocenené na svetovom summite Informačnej spoločnosti. Poďakovanie patrilo najmä pozitívnemu postoju organizácie k rôznorodosti ľudskej spoločnosti, ktorá vytvára našu zemeguľu a k bohatstvu vedomostí, ktoré vlastnia. Celosvetový mier a stabilita sa dá dosiahnuť len prostredníctvom vzájomného rešpektu a ohľaduplnosti, ktoré čerpá z porozumenia a tolerancie nás všetkých. Komunikácia môže byť mostom, ktorý povedie k dosiahnutiu tohoto cieľa.

From its creation, UNESCO has been committed to promoting the "free flow of ideas by word and image" through these inspiring words enshrined in its Constitution. Freedom of expression is fundamental to the development of a society and by fostering the means of promoting communication, UNESCO is actively contributing towards participation in democratic governance.
           However, in far too many countries, different types of communication barriers prevent people from sharing and accessing information. Communication takes different forms from the written word to theatrical performances; from radio broadcasts to the Internet, people have also sought different means to express themselves. However, the recent adoption, by some countries, of stringent measures in the interests of national security run counter to the principles set out in the United Nations Universal Declaration of Human rights and has been a cause of concern to the Organization.
           UNESCO recognizes that one of humanity's fundamental rights is the ability to communicate without restriction and therefore has given high priority to providing and strengthening communication and information facilities in support of sustainable development. This includes the development and promotion of libraries which have an important role to play in ensuring that citizens are informed and able to participate fully in the development of their community.
           UNESCO's position was widely supported during the World Summit on the Information Society where due acknowledgement was made of the Organization's stance on respecting the diversity of peoples that form our globe and the wealth of knowledge that they possess. Global peace and stability are only possible through mutual respect and consideration, which in turn must be derived from an understanding and tolerance of others. Communication is the overarching means of achieving this goal.
